About RCAP

RCAP works with small, rural communities to assist them in:

  • improving environmental and community health

  • developing sustainable water and waste-disposal facilities

  • increasing the capability of local leaders to address current and future needs

  • being in compliance with federal and state regulations for utilities

RCAP is a service-delivery network whose programs help communities that are seeking to build, maintain or expand their water and wastewater infrastructure. We provide:

  • on-site technical assistance

  • training in the financial, managerial and operational areas of water and wastewater systems

  • educational resources

  • financial resources 

Every year, 145 RCAP specialists based in RCAP's six regional partners provide assistance to more than 2,000 communities in all 50 states, Puerto Rico, and the U.S. Virgin Islands. Most of the communities we assist are economically disadvantaged and have populations under 2,500, and many have significant minority populations.
